If the repair doesn’t fix it, it most likely wasn’t done correctly. Or there is an issue with the level sensor. There is a very tight range of acceptable install height on the seals, and if it isn’t done right they will keep leaking.
That sounds like a quote for an engine replacement not just a head. Did it run very low on oil? Making noise?
