Rush is Liverpool’s all time top scorer, Dalglish is a legend outside of football for his Hillsborough work and Souness is Britain’s greatest ever midfielder. I’m not sure where the “bigger legends” thing is coming from. Souness, Dalglish, Rush, Barnes, Hansen and Keegan are some of the best players to ever play in England.
Then there’s the semi-recent players like Gerrard, Carragher, Owen, Fowler, Suarez and Alonso who were all great players. Even more recent there’s Mane, Firmino and Coutinho who are some of the best to play in the Premier League. Currently there’s Alisson, Van Dijk and Salah who are all time greats.
I’m sure you could do a similar list for Milan and I’m not saying Liverpool’s legends are definitely “better”, but I don’t think the conversation can just be brushed under the carpet.
