Odometer mistakes happen all the time and vehicle history reports are often wrong. Could be a tech entered the number wrong, etc. Year/make/model of the car would help. The true mileage is stored in the computer. You can have it scanned and get the true mileage. It could also be an instance of the instrument cluster being replaced. There are lots of things that could have happened that don’t necessarily point to a roll back.
