The FA Rule E3.1 is what they are charging his against.

The rule states: “A Participant shall at all times act in the best interests of the game and shall not act in any manner which is improper or brings the game into disrepute or use any one, or a combination of, violent conduct, serious foul play, threatening, abusive, indecent or insulting words or behaviour.”

So surely the PGMOL should be charged for not acting in the games best interest and brought the game into disrepute with their on field decisions?

Arteta never should be charged because he was calling out the stuff that was breaking the rule in the first place.
