Slash tires and they will move
Don’t slash, use a pair of side cuts and cut the valve stem off. They can’t patch it and limp it back to the station that way.
They can’t fix sidewall damage.
I prefer the inconvenience of two flat tires. That way a spare can’t be used. And, no real damage occurs.

I always see cops parked inside prospect Park in ways that endanger pedestrians and bicyclists. Trash pigs.
I also saw a dunken donuts truck the other day that had a “blue lives matter” flag on the van, too, and I don’t know if that was a joke.
