Full disclaimer: Open Society is real shady neolib foundation, I’ve just had this report and picture in my digital library for ages since I used it as source for some work in high school. I do still think the report does good job of listing victims and how they ended up in CIA custody as well as which countries and governments participated. High school me was little aware of how entrenched European militaries were with the US until I read this and saw that there were CIA blacksites in multiple European countries where held and tortured people.
The same Open Society which does work for the CIA is reporting on some of their crimes?
