Considering City’s 2nd choice DM is Kalvin Phillips, you could do a lot worse than having Elneny as you’re 4th choice DM.
However the question is whether we even need a 4th choice DM. If the wages are low then I don’t see too much issue with keeping him, it’s not like we’d get a sizeable transfer fee for him anyway.

With Partey injured it seems to me he comes up to second choice DM.
Parteys only injured temporarily. Rice, Partey, Jorginho, Elneny. Even if Partey is injured he’s 3rd choice not 2nd
