Wenger said it himself, if you say winter world cups can’t happen it means there’s a certain amount of countries which can never hope to host a world cup. This is why they tried to shift the Africa cup of nations but gave up and shifted it back to winter. So for the democratization of the world cup, there needs to be Winter world cups now and then.
The july world cups disrupt other countries leagues, the whole continent of south america club football is disrupted.
