The technofeudalist plan appears to be to arrange things so that “undesirables” - mostly non-whites, non-heterosexuals, non-conservatives and anyone else who isn’t likely to be an obedient cog in their machine - are overrepresented among the poorest of Americans while eliminating as many services for the poor as possible - especially healthcare and housing. It’s certainly not a coincidence that that means that a significant number of the poor, and thus of the “undesirables,” will die.
The survivors will still be homeless, which will be (and increasingly already is) a crime, so they’re end up in (conveniently privatized) prisons, which will allow the new generation of feudal lords to use them as slave labor.

All you have to do, and exactly what they’re doing, is set up a system under which whoever you consider undesirable is more likely to end up poor and unemployed, then you eliminate most social services and tie the remainder to employment, and eliminate most public health policies to allow for the widest possible exposure to carcinogens and disease. Then you just sit back and wait while the “undesirables” sicken and, denied healthcare, die.
