If it’s about continuing from DIY then you’d need to get it prescribed, but getting to HRT through official means really isn’t too big of a deal, especially if you don’t have to jump through hoops like “too depressed, other undiagnosed and untreated mental health issues, former wrong diagnoses, …” that I had to go through.
I was at Courage Vienna (courage-beratung.at) for psychological counseling and they helped so much with everything.
For HRT you’ll need a few, what we call “stellungsnahmen”. Basically just from different people a paper saying " yes, you’re trans and yes, you should get HTR". You’ll need that from
- a psychologist (with Transgender diagnosis)
- a therapist (courage can do that)
- a psychiatrist (usually with another diagnosis)
With all of that, you can get an appointment at an endocrinologist and get HRT.
Keep in mind tho, while there is free healthcare in Austria, there are also private doctors that you have to pay, but in return you get way shorter waiting times. You can also send the bill to your health insurance and get some of the cost back.
If it’s about continuing from an existing prescription then it should be as easy as sending your papers to your health insurance, but i’m not too sure how exactly what they need and if you need to do more…

i think it will be faster because i can get diagnosis of f64.0 in ICD-10 from my psych (i have f64.9 for now because im minor and by ICD10 F64.0 requires to be 18yo or more)

Buying hormones is cheap, 7,55€ per bottle/package/whatever you have. Technically, if you have medication prescribed then you get them for free, just with a general fee. There are also systems tho that you can use to get around paying that too. The expensive thing is really getting a quick doctors appointment. If you go to a private doctor for everything then you can expect a 100-250€ bill ;-;
If you have a stockpile of HRT that lasts you for 4 months then you are probably good, considering that, if you’re fast, going from having no diagnosis to having estrogen in half a year. If not then you can always just DIY until you’ve got the prescription. Also, I think as long as you have some sort of F64 then you should be fine regardless.
For where you should move to, I would recommend a smaller city around Vienna that is easily accessible with public transport. If you wanna learn German too then going to the Graz area is a bad idea because of the accent there qwq

Edit edit: according to their numbers theyve had just under 80,000 requests for help since founding, with over half being supported through their network, and almost 2500 ultimately relocated. Seems like awesome work, relocation numbers are low but i imagine thats because relocation is HARD. But it does seem like they genuinely help and they do have success stories

Austria is nice :> I had a few russian colleagues during my studies as well and if you make an effort learning the language it should be nice. In university setting english is probably fine but with the general population maybe a bit less…

You had two avenues to leave 1. Apply for asylum in Germany or other European Union members.
I would not take Hungary or Poland at this time possibly others from the Balkan I am not too informed there. But Germany and the Baltic states are good. You could get asylum because you are trans and Russia is a threat to you. This path is difficult, and requires a lot of paperwork.
The less elegant version is you apply for a travel visa, take a few day vacation in the country and just don’t leave and claim refugee status. Nod advised because of the unknowns but it may work for you because you are trans.
- Visa route Easier might be to apply for university or jobs (doesn’t matter what) in Germany, France, Spain or Baltic Countries. Once you have the visa for working or Study you can migrate over. Then you apply for a permit to stay.
In both cases in these countries should HRT be offered to you as basic health care need. You might have to pay for it you might not. But it should be possible to get it. It is difficult to give blanket advise and if you were to ask for a specific EU country it would be easier.
So overall I’d say Germany, Spain, Baltics are your best options.

The Netherlands is pretty bad regarding deportations, but that’s not the case for all EU memberstates.
University would be preferable if possible but it doesn’t automatically mean you get to live in the EU afterward. You’d probably have to find a (good) job and get married afterward 😔 Probably best to apply for asylum and attend university at the same time maybe, it’ll give you options, but there’s NGOs that would know better probably 😊

Asylum means that you get refugee status, you do not have to be in a refugee home. It would however prevent the authorities from sending you back at any point. Because you are protected.
