Your skin is likely different from everyone else’s, so what works best for you is something you will have to figure out. If you will be using a razor then I recommend learning the direction your hair grows in and following that. Going against can result in ingrown hairs and lots of irritation. Definitely trim before shaving if the hair is long. Keep the entire area moist with shaving soap/cream as you go.
Electric razors work fine, but you have to be careful around the scrotum since that skin can be easily nicked. Safer would be to use it with a guard filter. A comb as a barrier can work too for the scrotum, but I have a hard time seeing how it will work on perineum.
