If they arrested everyone dressed as a goon they’d be arresting all the ICE officers. Because they’re unidentifiable as ICE officers. This is super simple stuff. Make the ICE officers ACTUALLY identifiable as such.

It’s impossible to interfere in an investigation that isn’t happening. These officers are not executing warrants for specific individuals. They are acting as secret police, performing sweeping and illegal searches, and violating the constitutional rights of every individual they harass.
