Ignoring port checker sites like, have you actually had someone from outside your network try to connect to the Minecraft server when it is running?

Check for cgnat. Find the WAN/Internet IP address on your router status page. Compare it with whatismyip.com They should be the same. This is also the IP address people should be using to connect to your server
