Or even simpler: getting detected is bad for bad actors, doing that is one great way to get detected, they know that so they don’t do that.

The network providers know full well that the market is saturated and that they have to make a better offer if they want to gain market share. I waited years and years for RdR2 to be at a reasonable price, only bought it because I had a gift card and only needed to pay what amounted to a candy bar. Still managed to get disappointed with the start of the game. In hindsight I should have gotten a refund for it because a candy bar would have been the better choice.
