I’m with @Deceptichum on this. That looks like rice or a grain, and a pulse such as a small bean or lentil mixed in. There are far too many dark bits in the mush on the left for it to be popped corn.
Also, popcorn would not be practical in Gaza. Look at what the humanitarian trucks are trying to bring in. It doesn’t involve corn.

You’re right, it does seem to be more shells than is appropriate for undistinguished popcorn.
