A safe drug that doesn’t work doesn’t matter. It only matters once it’s proven safe and effective.

I understand that’s the sequence of events, but, my point is that this isn’t worthy of a headline, not yet.
A safe drug that doesn’t work doesn’t matter. It only matters once it’s proven safe and effective.
