I think a lot of people didn’t realize he was a sex trafficker early on. He was just a rich, influential guy who would give you a cool ride on his fancy plane. It could take a while for a naive person to put 2 and 2 together. I only speak from the point of view of my own personality: I’ve always been overly naive, but I bet there are others like me.
