Everton are guilty of breaching FFP, end off of discussion.
They admitted to the Independent Commission that they were guilty of breaching FFP, Everton were trying to justify why they did and the Commission judged they were full of shite and gave them a 10 point penalty.
This case hasn’t just happened, it’s been going for years.
The PL were working with Everton to help them avoid breaching FFP yet Everton still went ahead and over spent.
As for Chelsea and City, their cases are in orders of magnitude more complex.
Man City have denied any wrong doing and are using their virtually unlimited funds to throw lawyers to contest every single aspect of the PL case against them.

Tbh the future for PL clubs lie with very rich and politically Strong owners who can beat the system with money/lawyers/corruption.
Any club not doing this will eventually end up being either a lower mid table club who is in risk of relegation in most seasons or will end up getting relegated to lower leagues.

The rules have been changed (rightly in my opinion) so that any overspending is punished the season that it is published in the accounts now. Previously that would rumble over multiple seasons, which is why Everton’s existing deduction is related to their accounts from previous seasons, at the expense of the teams who went down those years.

Given that the accounts are over a three year period it’s more like being penalized twice for screwing up the same year.
It’s not as clear cut as that because it’s not as simple as having budget of £105m and spending £124.5m, though that’s the final tally. They lost far more than £124.5m over 3 seasons, they lost closer to £370m but were allowed to write some of it off per the rules.
My understanding is that their argument is twofold, 1) They think they should have been able to write off more of the losses and 2) There were good reasons that they had reduced income that tipped them over (covid, no transfer fee for Sigurdsson and unexpectedly poor results in the league).
The difficulty is a team can invest with an expectation that it will return better results and money, but football is unpredictable and if it doesn’t work out then you can get punished like this. You could definitely argue they acted recklessly and took an unacceptable risk, but it’s not just outright stupidity.
It’s a 3 year rolling loss tally, if they get punished again then it’s likely partly the same mistake as last time, not a fresh one.
