Help an old lady out - I just set up a steam account yesterday so I could buy one as a Christmas gift for my grandchild. Am I not going to be able to purchase one because my account is new?

Is this for all the new Oled decks or just the limited edition one? I’ve always wanted one and have 0 plans to resell but I’m also bummed about the rules, which I agree are completely reasonable
