Steam deck not available in my region. If I get my friend to buy it with his account in a region it is available and then ship it to me, will I be able to use it on my account?

yep, it’s not region locked, just shipping locked
Yes you can, steam will binding qhen you first connected to steam deck
Source : my region also not supported and i buy it from local store that import the deck (so no official warranty)
