If you can teleport 4x per second, you can only move at 28 inches per second, which is slower than walking speed. If you did it while you were running you could theoretically add 28 inches per second to your speed, but that would only increase your speed by about 10%.
It seems unlikely you could use the ability hundreds of times per second, because there really isn’t much that you can do intentionally hundreds of times per second.
