I’m pretty sure I could attach an indidiul wire to each terminal of a battery attached to a board, with the wires (cathode and anode) danging in the water. Pretty much did this in a (freshman) high school science class.
The problem with hydrogen isn’t in obtaining it, its the massive infrasture that would need to be used to store and transport it, which would need to be built from the ground up worldwide.
