So I have seen some posts about this, but nothing really conclusive, and the information on the steam deck site is also a little vague. What I would like is to know is; is there a way to see if the device is full charged while off?

Currently, unfortunately, no. There’s no way to tell anymore. In early days, the charging light would turn off once the Deck was fully charged. Pretty simple. However a recent update this year changed the light’s behavior, and now it stays illuminated always, no matter what % of charging is done. I hate it.
As the other commenter said, hopefully the new OLED model changes color for the charging light.
