Microwave umbrella to evaporate the water mid-air.
i think there would still be a net momentum downward even allowing for the expansion of the water into a gas; it would be hot steam pouring down all over you unless you had a blower system of some sort as well.
Microwave and fan, ez. Also, if it is enough energy to vapourize the water mid air, it might create enough of an up draft
