    Access Now points out that the four E.U. members that have become new centers of Russian anti-war emigration — Latvia, Estonia, Germany, and the Netherlands — are all suspected Pegasus users. In fact, the E.U. PEGA Committee revealed at least 14 E.U. states and 22 operators of Pegasus in the European Union.
