Right, but it doesn’t necessarily need to be physically located outside of the US. There’s always risks when dealing with the resources available to state-level actors, but a VPN with a foreign endpoint and Tor over that VPN would mitigate most of the risk.
Personally, I’d rather be safe and assume that it would still only be a matter of time before they found the server and took it down if it was within their jurisdiction. Best to keep it entirely out of reach.

Could host it as a .onion on TOR.
Access is important. People should be able to easily read it without specialized browsers.
