I’m no expert, but I guess he confused structure with function. When you don’t understand why living standards were rising for some, you can’t plan cities for decades ahead - sanitation, industrial productivity and social welfare isn’t as shiny as cars and high-rise glass fronts or in this case ribbon windows.
