All federations have boycotted this. The world cup is a cultural institution all over the world, people being bombed in Iran care about the world cup more than your weird US right wing cultural proxy fights.
To be fair, getting Europe’s football associations to agree to a boycott is a very different thing than getting their national governments to agree to one

UEFA is a political tool of the EU they have no autonomy to do something the EU doesn’t want.
