So reading past the silver-tongued snake language he uses, I am wondering if this mostly boils down to something like: “Washington said ‘produce more oil for us because warring with Iran is hurting our supply’ and Canadian capitalists said ‘sure’.” Unless they are talking about a different West Coast than the US one.

There are also pipelines which run south from Canada directly to the US.

Well that’s why I did the qualifier. I wasn’t sure. But I did search before posting and did not find anything indicating that Canada has a west coast that tends to be referred to in the same capitalized way as the west coast in the US.
