That’s why they have to test the new ones.
While the nuclear weapons where physically present on Ukraine soil, the country did not have operational control over them.
But they have the capability right? Truly if they wanted to have a nuke I’m positive they could build one.

Ukraine’s gdp is around 170 billion, so it isn’t really something they could afford to just crank up.
On a personal note, I hope we as a species never fire another one of these weapons ever again.
