No they won’t, because America and Europe could just confiscate all their assets. Let them live in the jungles, but anytime they want to interact with the real world, they have to come to civilization, which they rejected, and where they are persona non grata, and perhaps even wanted by authorities. Nope, they won’t reject all the goodies of being a Sociopathic Oligarch because of a few percent in taxes.

The US and Europe are where most of these people made their fortunes, and where they are going to keep making their fortunes. If their taxes go up, they’ll scream like their nuts are being carved out by a dull, red hot, rusty spoon, but they do that for everything, they’re spoiled entitled whiney crybabies. But they’ll still make more money than they can possibly make anywhere else, even if they have to pay 3% more in taxes.

They aren’t going anywhere over a few percent. They are more likely to invest massive amounts of money to lobby Congress for tax relief schemes, and donate to PACs that support corruption in response.
