Lemmy services will be restarted every day at 4am CDT (9am UTC)

This has been implemented for a while now, but I never made an announcement. I noticed a few weeks ago that Lemmy seems to have federation issues when left running for longer than a few days, so I figured a quick daily restart would be the solution, and it’s been working so far.
