The issue is how Saliba jumped. If his arms were lower they probably would have taken proximity into account. With your arms that high up you’re giving them a decision to make.
It’s a natural position in that effort, there’s nothing he can do here.
He can not put his hands up. He is not entitled to go for the ball in a way that forces himself to put his hands up and make himself bigger

Basic human anatomy and the way a human body has to move. The rule is the rule, but you literally can’t jump right for a header if you keep your hands down. This could potentially count as hand in a natural position. Probably the toughest rule to interpret imo.
