YouTube video of the window issue

Going through some renovations in our house and we noticed that this window is able to be pushed back and forth… After ripping off the trim and inspecting more, it looks like water got through a rotted it all away (plus we can see daylight coming through, wtf?). Asked the local professional what needs to be done and I was told “It needs to be replaced, not repaired. Would cost $1200” - but the window works fine? It’s just the framing and insulation that is wonky, from what I see, but I’m not a window guy, so what do I know? There are other windows on this side of the house with equally messed up exterior window sills, but they do not move like this one does.

Anyways, what do you all think? Try to fix this myself, or bite the bullet and hire someone?
