    Jurisdiction is based on either if there was specific nexus of the crime in a specific place or where the international port of entry… meaning if the alleged criminal’s flight lands in New York then that circuit court has jurisdiction. The feds often land there on purpose when there isn’t a specific local connection - that office has developed specialized experience… and often the crimes involve wall street banks happens often too. You’ll notice they flew the Ven. President to Guantanamo then New York for this specific reason.

      The International Criminal Court is located in The Hague, Netherlands.

      And the US isn’t exactly on good terms with the ICC currently if you haven’t noticed recent events.
