      I’d asterisk that for offenders specifically. There are definitely people that do manage to not act on those impulses because they recognize it’s wrong.

      It’s a mental disorder and needs to be treated appropriately.

    Those people are not smugglers until law enforcement catches them doing it and keeps some evidence.
