Elon might have the authority to publish “proprietary data”, though I imagine he wouldn’t have the authority to release “U.S. Export Control information”. It’s also possible that the version Elon posted was an abridged version. There is frequent mention of “certain sensors” and “certain bolts” which suggests deliberate vagueness.
