On iOS 17 they moved under the plus button to the left.
if u dont live in the US, that option wont exist
What iOS are you running ?
Apple Pay is not available everywhere and on iOS 17 there is a + symbol instead and a vertical menu
They went away after the latest update. Now you hit the plus sign (on the left) before you type your message.
