Anyone know what this issue might be? None of the family accounts have cards tied to their devices and I am unable to update my card nor remove my card. Apple Genius Bar couldn’t help and support hasn’t called me back. It’s been a week and things are starting to lapse.
Add the new card. Then remove the old one. If needed pay the outstanding amount using a gift card first.

Organizers for Family Sharing groups have a choice: either the payment method is set to their Apple iD account - typically a credit card - or the payment method is set so that individual members pay for their own purchases. This is called Purchase Sharing and is described in Apple’s support document How to share purchases with your family.

If you’re the family organizer and you don’t want to share a payment method with your family, turn off purchase sharing. When purchase sharing is turned off, you can continue to share subscriptions like Apple TV+ and Apple Arcade. When Purchase Sharing is turned off, everyone must use their own payment method.

If you are set to share purchases then all of them will be charged to the organisers card.
So, in this case you’ve said that they don’t have a card linked - this is the problem.
